Software Compliance Policy
It is the policy of the University to respect the copyright protections given to authors, owners, and publishers under Federal law including the Digital Millennium Copyright Act. It is against policy for any student, faculty or staff member to copy, reproduce, or distribute any software, music, games, or movies on University computing equipment except as expressly permitted by a software license or with the written consent of the copyright holder or as otherwise permitted under Federal law. All students, faculty, and staff must comply with all license and usage agreements established by CSSD and the software vendor. Details on the University's policy can be found below.

I. SCOPE

This policy establishes restrictions regarding the access and
use of University owned and maintained computers, computer
systems, computer networks, electronic communications
facilities, and other related computing facilities used to
store and process data, text, and software used by the
University.

II. POLICY

Access and Use of Computer Services

University owned computing equipment may be used only by:

The agreement between the University and qualified tax-exempt organizations or consulting employees as defines above must be renewed on an annual basis and at any time be canceled by either party thirty days after receipt of written notice of cancellation by either party.

The computer services provided for external usage must be no
greater than that normally available to internal users and
will be limited to the extent that they do not adversely
affect the mission or needs of the University. The Executive
Committee for Academic Computing will periodically review and
set limits on such services affecting academic computing.

Use of computer services for any partisan political purpose or
for any unlawful purpose is prohibited.

Access to University data is authorized as established by
University Policy 10-02-04, Data Administration.

The modification or attempted modification of the software
operating environment of the computing facilities is
prohibited.

Electronic communications facilities such as VMS Mail may be
used for University related activities only. Fraudulent,
harassing, or obscene messages may not be sent or stored.

Computer software protected by copyright may not be copied
from, into, or by, using University computing facilities,
except as permitted by law, or by contract with the copyright
owner.

Departments that purchase software protected by a copyright
are responsible for the protection of that copyright.

Infringement of the rights of others including privacy,
ownership, and equitable access to computing resources is
prohibited.

Willfully exceeding the limits of authorization and damaging,
modifying, altering, destroying, copying, disclosing, or
taking possession of a computer, computer system, computer
network or any other University computing facility is
prohibited.

Willfully, fraudulently and without authorization gaining or
attempting to gain access to any computer, computer system,
computer network, or to any software, program, documentation,
data or property contained in any computer, computer system
or computer network is prohibited.

Using a computer, computer system, computer network, or any other University property for the purpose of devising or
executing a scheme or artifice with the intent to defraud, or
for the purpose of obtaining money, property, services, or
any other property of value by means of false or fraudulent
pretense or representation is prohibited.

Using a computer, computer system, computer network, or any other University property for the creation, design,
manufacture, preparation, display, or distribution of any
written or graphic obscene material is prohibited.

Reporting Violations of Computer Use Policy

Violations of this policy should be reported immediately to
the Office of the Associate Vice President for Computing and
Information Services. The University will make every effort
to maintain confidentiality to the extent possible consistent
with other obligations. See Procedure 10-02-05, Computer
Access and Use.

Disciplinary Action

Violations of this policy will result in the appropriate
disciplinary action, which may include loss of computing
privileges, suspension, termination, or expulsion from the
University, and legal action.

Violations of any federal, state, or local law concerning the
unauthorized access or use of University computers and
computing services will result in the appropriate
disciplinary action up to, and including termination from the
University.
